Portsmouth harbour changed the rules last year re. entering and leaving the harbour. Previously, as noted in the Shell Channel Pilot, you could enter and leave the harbour close inshore on the east side. However all small vessels now HAVE to use the small boat channel, HAVE to contact QHM to cross east or west once north of ballast buoy, and must use their engines. QHM also have a new Voluntary staffed Patrol boat out in season.
My point is that the QHM website will, as I found out recently, automatically e-mail you all the local NTMs, and I believe that most harbours offer this service now. This way you can avoid getting a boll*cking from the HM as I did recently!!
