One important point that is missing from this thread is what is legally required as different from what local (to where boat is berthed) is required.
Portugal can be both surprisingly welcoming, very light on applying regulations and yet very bureaucratic - all at the same time.
Decide where you want to be and ask locally!
In both Sailing down to Portugal and berthing boat in Nazare including living on it for 15 months while new house being built we have only been required to produce passports, boat insurance and ships registration. We did obtain Portugal residency in 2016, we have UK passports and boat in registered on Part 1 shipping registry.
In Portugal rules are often interpreted locally so my comments only apply to all the ports we stopped at sailing from UK and Nazare.
