Basically, these stories are intended to scare "crims" & terrorists into thinking they can't win.
Most crims don't actually believe they will get caught. I wonder if that applies to Suicide bombers?
Suicide Bombers want to be caught just as they trigger- takes down the knowledgable/experienced first responders in the security chain with them as well as those innocents in the public area around them.
