Check your compression lever actually LIFTS the valve! With age, they wear and should be adjusted from time to time. Ideally use the handbook for the correct settings, but, basically, they are usually set to be just a few thou clear of the closed valve when off. This should give max lift when on.
I guess that operating the stop control should set a stop on the fuel supply. If the engine takes a while to speed up I would check that this is actually happening. Engines usually start on a fast tick-over setting. Look for an engine manual on the Volvo site and sort out the control settings, I would put money on the problem being there from your description above.
Finally, could you cut a hole in the steps for the handle? When my batteries were particularly bad, a manual spin under decompression with the fuel boost on - before using the starter, was the best way to persuade it to start first time.

I found a spanner, screwdriver and feeler guage far more useful for this, I had a go but the paper just didn't cut it.
