With modern GRP mouldings, it might provide several benefits.

Interesting reading, particularly the second development of the low drag Rice profile. One other effect I suspect would be to more or less eliminate prop-walk? Some people would be delighted at the prospect, some probably less so!
Low throttle / boat speed steering could be less stressful.

It's not unlike the shrouded prop on our safety boat, and I'd be curious how the Kort/Rice housings behave with rope/poly sheet- with respect to prop fouling.
