Is this the smallest boat to have a bow thruster?

Electric drive permanently rigged but chopped into the water when needed. The little speedboat is about 5 metres long.

That's a trolling motor for fishing. Often put up on the bow.
That said, I've extensively driven a 5.4m RIB with not only a (retracting) bowthruster, but a (retracting) sternthruster too...admittedly a test-bed bed for systems development, but still....fun...outboard throttle/gear were also controlled by linear actuators, so it was full single-joystick control.

as i said it could be used as a bow thruster if it is pointed sideways or as a trolling motor if fore and aft.

I have a 12V thruster I use on the stern of my dingy which acts as an outboard in my configuration.

I also made an outboard leg and fitted a 12Vdc battery drill as a low power outboard/trolling motor

There used to be a small (about 6.5m) motor boat moored next to me. It had a bow thruster built in. The owner said that it was needed as with a fairly high cabin forward, no keel and a single outboard slow speed manouvering in a cross wind was a nightmare without it.

You actually mostly see them on inland waters....the fisherman sits on the bow...and uses foot controls to operate the trolling motor to stay in his fishing spot....

I know a guy who tried using a trolling motor as a bow thruster on his 31ft Westerly. It was surprisingly ineffective.
