If your boat handling is so poor that you can not comply with Colregs without getting your knickers in a twist then you have a responsibility not to put to sea, especially in busy areas.

What a remark .... sorry to not agree with you. The remark is not fair IMHO.
Chi Entrance can be choked with boats and having had years in / out of that from HYCO - I can say that Colreg's are at times wasted on some of the prats boating in that entrance ... whether it be mobo or raggie.
Mobo's are usually intent on wash .. getting the engines up and boat onto plane - then turn to destination ... so pretty well straight line stuff, but not some of the raggies ... tacking amongst loads of boats going in / out and small boats fishing the entrance (it's excellent Bass in it !!). My worst incident is posted above where the guy didn't even sail a decent distance past on that tack as he could have done .. ignored my obvious large alteration to let him continue and for me to pass astern of him .. he tacked right in front of me - I could not see any reason for it. Problem now is that without that crash stop astern of mine - I would have punched a nice hole into the side of his modern AWB.
It has nothing to do with Colregs ... it's the skippers decision to act like a prat and have water to himself and cause others to take avoiding action in congested waters. There are times when insisting on sails is darn right idiotic.
No doubt he and his companions had a good chuckle over their cocktails later ... Wife and I had broken items in the cabin as a result and not so many humorous words about him ..
