Yes Tantalus, it's sixpassengers for hire. You are also correct you do not have to be a US citizen to hold a 'six pac' unless you are opperating a vessel of five tons or more. As it is unlawfull for a non US citizen to own or skipper a US Documented Vessel, (commercially or recreationally) this would presumably mean that a non citizen could only use his 'six pac' on a state registered vessel.

There is a RYA school in Southampton called "International Yachtmaster academy" that do the shorebased course by post, a sort of home education , could be your man passed his yachtmaster theory there ?
