No info on their website http://www.sidemar.es/ has anyone seen these elsewhere?

They look like a very useful idea. I bet you could make a similar device from welded tube.
Great second life for those fenders that have gone all sticky at the top fixing - if you're lucky enough to be in the sun!
 
Yes, hadn't spotted that at the time, I imagine it was to fit slot along the edge for mounting. If there's only one bolt it could swing around as boat skids past it. Perfect with 2 bolts and mounted flush as shown in your picture. I'll keep an eye open in case I see any more and ask about supplier. We might be in Combarro in a few days time and I think the marina has the same owners as Viviero. They might use them there as well.
