Yes, if the vessel is too small, but it’s a weird one. What vessel did you have in mind with 3000hp that’s small enough to need a kill cord?

You wrote the post, nothing mentioned size of boat only power, stop wriggling .
 
I now have an eLite small electric outboard for short dinghy trip to my mooring and back. It does have a kill cord which has a magnetic tip which snaps onto the outboard. It easily pops off and the motor stops - unlike the curly cord which easily extends on my Honda 2.3.
I always wear an auto life jacket when in my dinghy - a few years ago I did fall in the water getting into my dinghy when on my mooring. The l/j inflated & hung onto the dinghy and worked round the dinghy to reach the swing down ladder, with great difficulty I managed to unclip the ladder and climb aboard. I now have a cord attached to the clip so easy to unclip.
