Unless your looking for planning speeds the answer is yes. I don’t know what it is for big outboards but most of the time they are simply not necassery.I'd be considering the water I would be using the tender in to determine what size outboard I needed then add the amount of occupants. Three people may fit in a 2.3M tender (snug but possible) but would 4hp engine make much headway against a tide?

I have a 3.5 hp 2 stroke the only time it’s been under powered was on the back of a 24’ yacht. Where a F6 head wind and it struggled to maintain 2 knots in flat water. Anything less and it made headway at 4 knots plus.
Yes I am unlikely to be flying in and out of anchorages.
My present tender is a 11’ dorry even in 45 knots of wind, a river chop a couple of season growth on the bottom, it is still pushing to windward at hull speed at less than full throttle.
