I'm thinking of buying a Merryfisher 655 and they come with a 115hp inboard or a similar size in four stroke outboard. Which is most fuel economic without loss of power?

Inboard diesel. Not forgetting that you can use some diesel for charging the batteries and other non-propulsion purposes

Tough little boats!
I've recently sold a 2008 MF 625 with 115 hp Suzuki. Whilst I would stop short of saying go with the outboard (because I didn't use similar with diesel inboard to compare) I would say that I was seriously impressed with the package and it felt great with the OB. I worked out one time that it cost me just over £10 in fuel for every hour I had boating, which sounds great, but this included time fishing, at anchor etc as well as on passage.
I think the type of use might have some bearing. I enjoyed river and creek creeping, especially over winters and being able to trim the OB is great for shallow water, a shaft drive might not suit this use so well, but might be better for coastal passages.
Availability of petrol close by is another key issue.

The 655 is inboard only and 110 hp ,the outboard is the 625 and nothing like the 655 in terms of hull and layout.

I think the diesel will be significantly more fuel efficient, but it will also be a lot noisier.
Before buying our present boat we tried about 8 boats of the Merryfisher, Beneteau,Ocqueteau,Phaeton,Rodman etc etc ranges.
They are all very similar, though the French ones seem to be a bit neater internally. However, without fail, the inboard diesel models were noticeably noisier at low revs. At full throttle the volume difference was less but the outboard sounded far smoother.

My 7 meter Boat (Skibsplast) has an inboard 135hp Yanmar with a 4 blade propeller. At just over tick over the engine is using perhaps less than a gallon an hour and doing 6 knots. Thats 6 miles to the gallon. A garage near me sells Red Diesel at 94p a gallon. Compare that to an Petrol Outboard Boat.
