Well, the owner is Princess' best customer. He has been the first buyer for the 'biggest and best' to come off the Princess factory line for their last three (could be four) flagship boats. So the 95, 32m and 40m.
I also suspect the boat is for sale because Princess are falling a bit behind on their 40m build schedule and these things will be fetching a premium. (slot 2 hasn't even been finished yet)..

Do they charge VAT in the USA? I think not. It could a good idea as maybe the price he's asking gives him a profit. That's probably how he got rich enough in the first place to afford a 40m boat

Not sure but import duty would be applicable.
He obviously knows what he is doing - seling for a quick buck
