Ignition timing retune?

hi folks i have been talking to a car mechanic friend of mine today and we got talking about my outboard, im currently suffering from lack of power and planing ability and also a rough idle...bumble and stumble/shaking

My friend suggested checking the timing as if the timing was slighty out of sync that would cause these symptoms.

In my owners manual it states check timing every 5 years, i bought this boat in jan 2020 and haven't got a clue what the previous owners did as far as maintenance schedule goes

Do you agree with my friend as this is a possible issue and causes of my symptoms

Do you think its worth getting a proper boat mechanic to re-do the timing, and retune carb? is this a big expensive job and how long would it roughly take to do?

Its a mariner 25hp 2 stroke 1980

.Well worth getting Mariner 2 st workshop to set it up especially if using coastal
 
Yeah im hoping to hit local wrecks around the 5-6NM offshore but only having a small boat and 25hp engine as a primary an aux engine is a no-go seen as im already struggling with power issues so i need my primary motor running 100% before i think about going any distance, cheers
