No, but I'm going to Finland.
They've had a similar requirement for the last 10 years, at least.
In effect it means you don't use your marine toilet - plenty of trees to do it against if no public toilets - and if no public toilets no one to notice your bare bottom.
 
Seriously, how will this be policed, other than in harbours - will visiting yachts without holding tanks be impounded? (I have the unfortunate combination of; a) a desire to sail in the Baltic; b) weak bladder; c) no serious possibility of fitting holding tank)

I have tried to find out more on the policing but not much is available.
Seems as if the strategy from the authorities is to:
-Build pump out stations
-Build more toilet facilities ashore in the natural harbors (uthamn)
-Inform the Swedish (Scandinavian boaters) about the new rules.
Not much information in English I'm afraid.

There is no requirement to have a holding tank with pump out, but you are not allowed to discharge toilet waste into the sea.

How they will control and fine if any - no information found.
We will probably know more after the coming summer.

We installed new larger holding tank with pump out last winter, so if we go to Sweden we might get a chance to test the pump out facilities, it's far between (still) those here in Norway but my home port is in the process of installing one now.
