Identify this plastic spanner.

Found this plastic spanner with boaty stuff in the garage. No recollection of what it's for and pretty sure I've never used it.

Anyone tell me what it is so I can bin it with confidence?

It is similar but not identical to the tool used for fitting/extracting inflatable dinghy valves.
 
It’s an eight section valve removal tool. AFAIK Halsey Roberts are the main manufacturers. The earlier ones were six section but you can’t find those now so a failed six section valve means cutting the vinyl around the valve to fit an eight section one with a different thread etc etc.
Don’t ask how I know.:(

An identical one came with one of my inflatable dinghies, so another vote for dinghy valve tool.
