There is another aspect, insurance is not available or extremely expensive. Another one is houses damaged beyond $80K will have to be rebuilt to the latest codes. Could be pricey, or just impractical.
The US side of my familly have places down there, but holiday, so they are sitting further north in safety. The only one that is a resident has likely legged it by now. Not short of the odd $, unlike some that simply can't afford to find somewhere to rent till it's over. Not to mention the lack of petrol to travel.
