Hull to deck sealant / filler question?

Hi all,
I originally put this question on the PBO forum but the suggestion was I may have better luck on the MOBO forum!

Can anyone advise what the hull to deck filler / sealant is in the attached photograph please?
As part of my winter project I intend to replace the rubbing strake and also replace the hull filler / sealant. It is badly cracked as can be seen and coming away in places. I don’t think its structural but I may be mistaken!
It doesn’t feel like cured sealant but hard, similar to painted cork; although I may be mistaken because of the age.
Is there a modern equivalent?
Should I remove the whole lot and start again or should I just scrape out the broken pieces and make good with a modern sealant?

The boat is an old Fairline Targa 27 any advice would be appreciated, I understand a small gap needs to be left at the ends to let any water escape but hopefully this could be confirmed.

That's a one part polyurethane. Widely available. Sika 291, 3m 4200, Alpha 132 for example. Currently, Fairline use alpha 132 for that
