Dear all, I live in Shepperton, and I just bought a 41 feet boat from Scotland. So, I am going to bring her to the Thames next month. How to get the safety certificate? How long will it take? Is it difficult? Thanks in advance.
 
For legal reasons, I am happy to discuss by PM why I recommend anyone but the crane operators at Shepperton Marina. There are alternatives, I hope you explore them.

Do I need to get the Safety Certificate before I put her on the Thames? Or, can I just put her on the Thames through the marina, then drive her home, and then call an examiner to come to my home to do the exam?

To move your boat on the Thames you will need a registration licence, currently available at a 50% discount until year end. To get the licence, you need proof of insurance and the BSSC.

If you move the boat to its home berth, you might get booked at a lock as unregistered but you'll have 28 days to sort out the insurance and BSSC. In reality, it takes the EA nearly six months to bring a prosecution so you'll have plenty of time. That's assuming anyone spots you.

There is one more thing. The boat will transport to Penton Hook Marina on 7th November. Will I need to pay the annual license fee in full if I put her into the Thames? Or just a portion of the annual fee needed? I am a littel confused.
 
50% of the fee. That's a lot of money for one month in the water while two locks are closed. Heavy rain will mean red boards and you'll be stuck with an expensive boat that's going nowhere.
 
You need insurance and the BSSC before you apply for the registration licence. It can take several weeks to book an examination, do any work and then get the certificate. By that point, it might be 2019...

I believe that where a vessel can be proved to be travelling to, from, or awaiting, repair there is an exemption from all sorts of things. Needless to say this is not advertised from the balcony at every lock, as it somewhat undermines the BSS and EA.

A S.9 licence was just as you say and may have been purchased at any lock with a duty keeper - basically it was the same as a visitor day licence and cost the same. S.9 of the 1966 Act was repealed under the IWO 2010 Schedule 6 part 1 but there may still be the odd keeper who might issue one.

The poster might benefit from any comments and suggestions regards any possible problems when moving his new boat from its launch (Penton Hook) site to his new marina.(Shepperton) ?
Air draft being rather important.

The air draft has been reduced for road transport, but valid point. While she's on the hard It would be a good opportunity to hinge the arch when refitting it.
 
The air draft should be ok from Penton Hook to my home.

Will the lock open all year round? The boat is expected to arrive to Penton Hook on 7th November.
 
Yes, all year round and self service out of hours(check the EA website).
But you're stuck this side of Molesey until the end of Jan due to lock works.

There are BSS examiners in Scotland, for boats in the Scottish Canals. It might be easier to get the examination done before the boat heads south.
