Raw water cooled engines also have thermostats. At least, my Volvo 2003 does.

Yes, my single cylinder raw water-cooled diesel generator does not have a thermostat so as Vyv says would not generate enough heat to be effective, but my main diesel does and very quickly

My son has offered to make one for us, he and his team makes and installs things like that for the company he works for.
There are other things for the boat that have a higher priority at the moment, I am taking notes though for future reference.
