The Dutch don't require CEVNI for the same reason you don't need one on the Grand Union Canal, it isn't a national legal requirement - unless you have a very large boat. The waters of the deltas and Ijsselmeer are counted as inland and therefore should require ATIS to be installed on the radio.

I have no idea if the Dutch authorities are very excited about whether you have ATIS or not; I've not heard of any incidents. However, it probably depends on the mood of the inspecting official!

FWIW: the Scheldt river is considered 'open sea' till just beyond Antwerp (so Guapa's in the clear /forums/images/graemlins/wink.gif )
