We tried hard to give our full triplicate Schengen forms in, when we got to Holland (Den Helder) last year. No one in the harbour knew what to do with it. Next time, we'll have the forms ready, but won't expect any great interest.
I have never been asked in Holland, but have been asked in Nieuwpoort (by polite but armed policemen....). In fact on this occasion they didn't much like my ex-RYA forms and filled out some new ones of their own. All very courteous though.

the fact is that we (the UK) didn't sign-up to Shengen, it only us that with-in the EU
that should complete the forms all other Europeans r free to travel where they like with no boarder restrictions
As of last week-end, Forms provided by Harbourmaster at Oostende and posted in box adjacent to Office....@ both RYCO, and RNSeaYC...assume the same at the other Belgium Ports.
