I will answer here as well as PBO,
It depends where you are, for example in Greece a tourist can hire up to 15hp on an inflatable and 30hp on a non rib boat, there are several places that hire boats and ribs with big motors, as far as my experience goes, you will not be allowed without an ICC. cannot really speak for anywhere else, but from what i have seen an ICC is needed.

WHAT KIND OF LICENSE DO I NEED TO RENT A RIB?
Speed Boat License under the compliance of EU for EU citizens or Typical Speed Boat License for International Waters. You need to have an ICC (International Certificate of Competence).(Licenses for just coastal trips, will not be accepted).

How many people when on holiday that have hired say a rib for the day have been asked 'do they have any qualifications such as an ICC'
Several times in France and numerous times in Tenerife , not only allows you to hire large HP but also removes daft cruising limits of a few hundred meters from the port.
The French guy once made some sort of derogatory comment about the ICC only being any good to wipe his backside on but was happy to let us take a fast sports boat for the day.

I recommend taking your own VHF and some sort of portable plotter.

Small boat hire (not so much ribs) is becoming more popular in my part of Spain (Empuriabrava) and they specifically advertise “no licence necessary“

I just looked it up and although there are boards outside saying “no licence necessary” there are significant restrictions. I quote from regulations.

Do I need a license to charter a yacht in Empuriabrava?

Before renting a boat in Empuriabrava, you need to check the regulations for the necessity of the boating license. In Empuriabrava, you need to have a valid boating license in two cases. Ensure that you have a boating license if you’d like to rent a motor boat that has more than 15hp and longer than 4 meters…….(the other case is about yacht rentals)

I haven't hired one.
Here on Tenerife they advertise small boat day hire (€75?)I think, they dont request any qualifications.

Theres a few of these springing up in majorca, they have a few small boats with small (<15hp) outboards on, the boats are usually bayliner elements. You can hire the boats from 2 hours up to a full day with no license needed. Most people just hire for a couple of hours , I think the hire company must give them a simple map and tell them to head for a small bay about 2 miles away . You see them arrive , and without slowing down throw the anchor over the side with no thought about where they might end up settling, then wondering why they're bashing into the expensive boat next to them. Or they throw the anchor when they are in too deep water and just drift until the anchor finally catches - the anchors are set up with a fixed length of line already tied to a cleat, and I presume they're told to just lob it over the side.

They cause total chaos -havent ever seen any significant damage caused though.

Most of our bays are buoyed now and you book in advance. I think it’s profiteering under the guise of protecting the weed. However, on the bright side it may stop the behavior you mention.
I don’t do August but potentially 1000 boats come to life and seek a couple of hundred bouys.

Lots small pop up boat hire stands in Cala d Or Harbour.
Folks do tend to nip up and down only in the Cala and tend not to go outside in the little boats.

Hired a pontoon boat in Soto grande no license required ,as mentioned above I think it’s down to the outboard size.
