And imho, that's more than enough to forget a Scarab 1 (which is an otherwise lovely speedboat, mind) regardless of any other bureaucratic considerations.
If that type of boat is your cup of tea, and you wish to use it as fast as it can actually go, you'd better look for one whose hull stringers aren't very likely to be rotten inside as they are bound to be by now on a Scarab 1, reducing the overall hull strength to a tiny fraction of what it should be.
I've seen similarly built boats whose back was broken just by a 2 feet chop on a lake, go figure.
And in most cases, when that happens, the hull is beyond economical repair.
