Helford River - anchoring upriver?

Have anchored on the north side of the Helford (west of eelgrass at Porth Saxon) and south side (east of the Voose off Ponsence Cove) but I am looking at the Sep 12 PBO (page 85) which tells me you can anchor upriver above the moorings west of Helford Point.

The Helford website says not, or at least doesn't say yes. Has anyone been there recently who can advise?

We were there last weekend, a touch blowey with the strongish easterly but beautiful. The Oyster bed No Anchoring signs have gone but we anchored just east of the old line anyway. Some were anchored well west of the line, even up Frenchmans Creek. Reeds says 'No anchoring in the river and creeks west of Port Navas Creek (local bye-law).' Clarification would be helpful.
