I think the Hunter Horizon 23 is close, though the spec here http://www.yachtsnet.co.uk/archives/hunter-horizon-23/hunter-horizon-23.htm says 5'8". I'm 6ft and have been on board one some years ago with no memories of stooping much. Though IMO the boat looks all wrong with a high coach roof vs. short LOA...but that's just my opinion, and you'll get the same problem with any boat of this size with that much headroom.

You can get a Halcyon 27 for under £10k - much more boat for your money and with 6ft headroom in most of the saloon. Two for sale in last month's YM under £10k.
Loads more space than a 23 footer and a serious bluewater boat if the fancy takes you.
10k will get you a reasonable Centaur these days. For under 5k you will get a Westerly Nomad. Just watch out for stuff that specialises in headroom over sailing ability like early Snapdragons or Macwesters.
If 22foot is a requirement, try a Galleon. It's a much underrated little yacht, and will leave you with a substantial margin for any upgrades (new sails, electronics or engine) you fancy.
i'm 6ft 2 and have a macwester rowan 22 cost about £3500 and just about has standing head room can stand and cook in the galley comfortable. they are a good sea boat too.
I am 6'2" and bought a Jeanneau Tonic 23 as our first boat in 2001. Have not changed it yet., headroom 5'8"ish at highest. Usable separate heads with illusion of privacy. Servicable galley. 450kg stub keel, sails ok.
I did come across a motor sailor which I would have considered if I had seen it before we bought our boat. I thought it was a variant on the Leisure 23 but cannot find it so may be wrong. It had a short deep cockpit but good size interior with an internal steering position as well.
Having looked at pictures of a Leisure 23SL for sale at present that is another one I would have considered.
Feeling used to make a something around the 23ft mark which was also very nice.
