Reading the news on the loss of red diesel for the construction industry the item also stated that red would be allowed for all vessels except leisure craft in Northern Ireland. This infers that red is OK for leisure craft in all other parts of the UK. Am I right?

Here's the pertinent part of the release:-
From April 2022, red diesel can only be used for the following purposes:
  • As fuel for all marine craft refuelling and operating in the UK (including fishing and water freight industries), except for propelling private pleasure crafts in Northern Ireland

Yes, nothing has changed as the decision was reversed

Ahh, that's disappointing.

Disappointing for boatyard owners using non-road mobile machinery but not for us leisure boaters in mainland U.K. as nothing changes i.e. we can still use red at the 60/40 split.
