Point is any decent examiner will use his common sense, his eyes, and his nose more than his pencil.

Never said that Ian's abilities were inadequate and no mention was made about any special needs.
He's also now mentioned he was formerly a charter skipper, so obviously the examiner felt based on previous experience that he met the requirement.
