This months PBO magazine has an article relating to the wreck LE Sillon. Stating that if you recover an item you have 28 days to fill in a report form, if you don't declare an item you could find yourself with a £2500 fine and paying the owner twice the value of the item recovered.

Is this correct?
 
You must report any finds to the Reciever of Wrecks within 28 days. Failure to do so does indeed lay you open to the fine you mention. That said, not overly enforced for minor bits and pieces found on the beach.
The owner of the wreck can then either claim the item in exchange for a salvage fee, reflecting the value of the item and the time and energy you spent I recovering it or give up any claim to the item. Long established procedure.
