Can you take a Hammar Hydrostatic Release unit with you on a plane? Hand luggage? Hold?

They are half the price in the UK compared with France and I need two - one for the EPIRB and one for the liferaft.

I had no problem carrying one out to Turkey, in a lifejacket. I just unscrewed the cylinder and put it in my checked in bag, along with a spare cylinder. I cannot remember which airline it was, but there were no problems. I asked the airline in advance and was told that it was OK.

Airlines generally do not seem to worry about lifejacket sized CO2 cylinders in your checked baggage provided they are detached so that they cannot be triggered.
