As stated above, GPS - Global Positioning System use is free....... totally..... always..... but in the event of WW3, expect them to turn it off, or degrade it a bit.
The Americans have a set of satellites up there that do the clever bit.... I imagine the old USSR have a set too.... Europe is working on it!!

Not to be confused with GPRS, which is a mobile phone data service, which generally does cost in some way or another, lets you get email on your phone, but won't tell you where you are!!!!!!!
 
If you have Ipad (3g/4g) I strongly recommend downloading Navionics app and use it as plotter. Whoever said it's not reliable and (Bulls****) should prove it! as SAR helicopters are now using them!

Works if your iPad has cellular capability as the GPS receiver is built into this.

Do you know to what degree iPads for SAR use are OS customized?
 
I have navionics but only on an ipad with wifi I was wondering if you can add a GPS receiver to such an ipad which would work the navionics

Yes - GLONASS.

Actually found in the majority of GPS-equipped consumer items, as Russia enacted a punitive import duty on anything that included GPS but not GLONASS. The two are similar enough that it cost little to add GLONASS capability to the handful of GPS chip designs in use, so now practically all phones, tablets, etc work on both systems even though most people don't realise or care.

Not sure to what extent this applies to dedicated hardware like plotters.
