The website does not answer my question: WHO benefits from having the fence there and HOW?
The landowner is trying to benefit from having the value of the land increased by (a) effectively removing the public rights to access and cross the land (including berthing boats at the quay), and (b) having the unsightly appearance of the fencing and the potential reinstatement of access as bargaining counters in a planning application to develop the land buildings.
I would be very surprised if the district council (planning), county council (highways) and harbour authority didn't have powers to do something about the current situation, but suspect they will be very wary of getting involved in what could be an expensive legal battle.
If the good buggers of the town want the quay in public ownership..
They should put their money where their mouths are and buy it..... Then as owners, they will be the ones responsible for the maintanance of a grade II listed structure.. That will get very expensive over the next few years.
It is also interesting to compare the ATL at Queenborough with Mistley Quay. The vital facility at Queenborough is not making enough money to pay for the upkeep. It has been closed and it is possible that it will ot open again? Mistley quay was a commercial facility. It charged for unloading cargo. However the ships have got bigger and gone away. Now itis useless. Except for those who want to enjoy using someone elses property without paying for it.
