we usually have a "speed and angle of blow survey" to determine, from the forensic evidence, what both vessels were doing at the moment of impact.

Look at the mooring lines. Either the collision happened while one of them was moored, or else they were brought in in that condition. If the latter, steering must have been awkward, particularly on a compass course!
