The most common method is to sand the area to be recoated, I assume you are doing a small repair job, a search of this site will provide the answers, as it has been covered many times.
If, on the other hand you are talking about the area below the water line, the hull or the deck, the practice is to sand paint areas, not replace the gelcoat. The below water line area will need extra sealing, epoxy coating is the common method here.
