Gas cooker/grill won't gimbal properly

I am pretty good at ideas, but not particularly good at their execution .

My latest great idea was to replace a worn out cooker with oven (the latter I never used), with a 2 burner hob and grill to allow storage beneath. So far so good. However, it won't swing properly although the gimbal mechanism looks fine and it will swing easily if I push it. I suspect it might be 2 things;

1. The cooker (Neptune/Bainbridge 4500) is very light and doesn't gather enough momentum as the boat rolls.
2. Connected with 1, the weight of the armoured gas hose might be impeding its swing.

Anyone had such a problem - if so how did you sort it? Meanwhile I am working on ideas to secure the kettle and pan to the hob, which might well work but isn't ideal.
 
That's a sound idea - I was thinking of that, but surely the weight of the heavy kettle would achieve the same or does the weight need to be lower?

The weight neds to be low.

You need to get the centre of gravity well below the point about which it swings.

The weight of the kettle raises to centre of gravity so unhelpful. Any stabilising weight needs to be lower, or more practically make the hanging strap longer so C.O.G is further below the pivot
