Furlex 200S top swivel question

Looking at the top swivel on a Furlex 200S, I can see the ball bearings and have the grease to lubricate them but there is a plastic ring loose from underneath the unit. On the spare parts list it is named "cover",part A12.
It isn't obvious how it's supposed to be held on, any ideas?

Ours is held on with electrical tape. There should be some sort of snap fitting but they seem to fail pretty commonly.
 
My boat is from 1998 and I bought it when it was 2 years in 2000. I had the same problem with the cover on the top swivel and at the time the Furlex was still under warranty. I contacted the local agent and was told that it was a known fault with a batch of covers that were outside spec and that Furlex would be happy to supply a replacement. However, it was up to me to fit it, and as this would have required the mast coming down at my expense, mine is also held in place by a small piece of tape which I renew every year.
