DERV is an old expression that we don't use anymore - we talk about EN590 (Road) and BS (industrial / Red).
But yes you are most likely correct. I cannot be absolutely certain without seeing the fuel.
Many users other than Farm and Marine have access or had access to reduced duty Red - or in your case Industrial Grade Diesel.
Onto the name ... Diesel name is like Hoover for Vacuum cleaner. All diesel is GASOIL. Generally though Diesel would be assumed to be road quality. Except of course MDO - Marine Diesel Oil which is a low grade dark gasoil only for ships use.
Lack of power ? At that drop in power ? I would suspect something more than fuel. I have a heavy motor sailer with Perkins 4-107. I have tried all sorts of fuels in it from blended furnace oil (black cra* + base gasoil), through to Ultra Low Sulphur stock clean ...... Same speed, same throttle response but first resulted in smoke and sooty arse, other resulted in near smokeless and only slight soot.
I may have one idea ... I had a reduction of power that didn't really register until engine refused to rev. Finally stopping 10nm short of harbour entrance after a week of faultless performance. We found the filter near blocked, but it should still have worked - if only partially. I could get fuel to inj. pump by hand primer pump.
Later when mechanic took pump of - he found a small thimble filter just inside where main fuel feed goes into the pump. It was blocked. I can find no mention of it in any books I have, mechanic reckoned that quite a few pumps have it, but it's rare to block it up unless main filter passes rubbish. It's a last line defence to save pump internals. It is very fine filter ! And only accessible after pump removed from engine.
The spare pump I have was put on while first was serviced / cleaned ... b*****r me if second did same ! But this time we were lucky that engine died after return home. Same reason..... even though new main filter, everything etc.
It's actually what led me to put the original advice about cleaning systems - we eventually blamed the off-shelf cleaners for it.
