I don't think there is.
I believe the report says something like the fisherman was unloading the boat, and threw something (presumably from the shore) which knocked it into gear. Seems unlikely to be exactly correct, but I can imagine scenarios while coming alongside or departing single-handed something like that could happen.
I wonder if the chap in yellow overtrousers legging it down the quay right at the beginning might be the skipper?

My mate had something similar happen with his Centaur, stepped ashore with a warp in hand and it caught on the morse control, knocking it in to slow ahead. The rope was snatched out of his hand and the boat slowly took off across the harbour. Fortunately that one was also resolved without any damage.
