I am unclear as to what you mean by the next stage.
The site for the Boston Barrier has apparently been settled, just downstream of the Black Sluice.
Halcrow are looking at options for the Donington Bridge to River Glen section, called Phase 3. The principal engineer writes that they are looking at 10 (!) different options, and the new structures which might be built, including locks, bridges, pumping stations and moorings.
This is drawing board stuff, no start of any work mentioned.

There is a barge at the docks on Boston at present taking core samples reference to the tidal barrier.....

The barrier will get done quicker as the funding comes from the 'flood defence pot' this doesn't really benifit the link as the next key section seems to be a fair bit away, various impact studies etc..

Drawing board seems a fair reiew of the situation to me
 
It seems that this is a project worthy of advancement, to get the local economy rolling again.
Especially since most of the money is coming from the EU :D

I did notice that Earith Lock House was to be a hydro hub, but it was sold at auction last month, so I wonder what is now in the planners minds
