They do have control over who goes into anchorages by not publicizing them.Obviously the more people that get to hear about them the more people that go to visit them.Simples.....
On a personal note;I find that the anchorages that I have found myself I get the greatest amount of pleasure from.Anyone can find their own anchorages simply by looking at a chart.It has always brought me a great deal of satisfaction!
People that get things easily don't seem to value them.

I have anchored off Eastbourne. Beachy Head offers some shelter and it's rather nice in settled weather, though the tide can eddy a bit so no floating anchor rode

A couple of years ago, during one particularly pleasant spell of Easter weather, we sailed a triangular route from the Solent, across to Dartmouth/Salcombe area, then across to Guernsey/Alderney/Cherbourg and back to Chichester.
We stopped at several places along the way including those mentioned and Weymouth and Torquay. This route avoided returning along the same track that we'd taken going west. I think Salcombe to St Peter Port was about 70-80 miles, so an early start is necessary for a day sail.
It would be possible to stay on the north coast of France all the way East along the Channel if you are going back to the East coast.
You could also do this type of round trip, crossing the Channel from Swanage or Weymouth. It's only about 55 miles across from either of these to Alderney.
A Channel crossing with a few destinations in the Channel Islands and N France may work if you want to go further than the Solent but don't fancy the longer trip West to Falmouth.

Ps. We've also done a similar trip but the other way (Solent to CI to Salcombe/Dartmouth to Solent). This route allowed us to miss out the long slog into wind across Lyme Bay during a period of steady SWesterlies.

The Normandy coast is well worth it,& marina`s not too expensive. West > East is the best way for user friendly tides
