Here we have PulsePoint, its primary function is to show what the fire departments are doing but it has a partner app where you can sign up as a CPR volunteer and if you are with a (very) short distance you get an alert for assistance , I've had it it several years and had maybe 3 or 4 alerts but I couldn't get to any unfortunately.

You really think you can get people to monitor VHF whist sitting in a marina or waterside bar?
Simply wont happen.
While on the river sailing right past or within minutes ...yes .
As intimated by me and others ^^^ don’t really want wanna be hero’s ( ending up 2 nd causalities ?) ...more so if pissed up / alcohol fuelled from a bar .

Most marina staff or at least one on station should be on VHF watch so now there’s another reason to promote VHF .They could disseminate the “ call “ if necessary. But somehow doubt running into a bar asking pissheads theses days would be considered best practice ? They would be ripped apart giving that kind of evidence in a public court room drama .

Your dismissal of VHF is the same logic as phones flat , turned off or layed down somewhere else , and zilch signal .....Infact even worse reliability when you come to think about it ,

Getting a campaign running ( via any authority) with the RNLI to promote VHF on or around water is surly better for the greater good of all river users .

Mobile phone reach including allowing for flat ones and poor signal.
VHF reach.

Id say 95% and 1%.

You are now missing the point of promoting VHF .
You can’t airbrush out existing river estuary users who should be using VHF and are ideal to be first arrivals .
As far a the “marina gin palace “ lot be them in the bar or in the engine room with a critical part US ....it’s not them you need .
As said in your case if your marina staff was more alert / trained .....they could have raised ( in a co ordinated fashion ) the alarm with you .You are assuming in the example you posted #1 the helicopter + police boat needs more assistance .
Marina staff probably in the loop anyhow with the jumper scenario .

The risk of further casualties + cock up goes up by far ....exceed the potential benefits if all and sundry ( pissed up or otherwise) start wading in .....more so in the dark or freezing temps .

Then theres the secondary reason to NOT go off the grid re alternative comms = best to have ONE comms system universal accepted .You risk undermining VHF .*
Once you start to introduce 2nd , 3 rd 4 th layer of alternative comms .....it’s gonna be rubbish .

Work harder / better with what you have already got .....VHF .

I don’t want an entry bar. I want eyes out. Lots of them.

You won’t get that with VHF ever.

That lot in the bar aren’t the target market for the RNLI. But if one of them has the app that’s more eyes.

And that is the point.
 
I think there is a way to use VHF that would suit this scenario. An all stations Mayday DSC call will break through a VHF with its squelch turned up to maximum. That way you would not have to listen to the usual garbage, but could be there to help.

Not possible to localise to the same degree and won’t work if it’s switched off.
Mobiles are a better solution.
