Yesterday morning there was a power surge here.
A number of liveaboards had theirs battery chargers burn out along with laptop chargers, radios & dehumidifiers.

Assume that's down to the electricity company but, the wiring there is a nightmare, someone measured IIRC around 90 volts on the earth circuit last winter. Hope it wasn't someone mixing 3 phase and single

Not a problem I have heard of before in Portugal so is it likely elsewhere?

It isn't common but it has happened from time to time - we have a gadget to protect the computers in the office.
