I was unaware of the escalation process that you are describing, though. Very British, I must say.

Well, you can call it back pedaling if you wish, but I did use the tongue in cheek icon before you set me straight on the biscuits interpretation.
And I fully rest my case on SEC or other similar bodies having completely lost the plot in several cases - as I'm sure you know.
Whether that happened because they were unable to be more effective, they were not competent enough, they were corrupted, or any other reasons, who am I to know...?

Absolutely. We built an empire on drinking tea, consuming digestive biscuits and teaching foreigners to play cricket and jolly good we were at it too
