I may be obtuse, but I am a little confused by the three graphs on p 127. Each graph plots a) speed and b) MPG against two axes, neither of which is labelled. The vertical axes is graduated from 0 to 35, and is clearly speed and MPG. The horizontal axis is uncalibrated, and is possibly shaft power, decreasing from left to right.

Graphs 2 and 3 are more obscure, the tablulated power merely says "2 x 350" horsepower.

The relationships illustrated are interesting, and it would be good to know where the data comes from and especially if it is real or indicative.

Does anyone have any thoughts on what the horizontal axis is showing?

you need to look at the table by each graph to get the data for the horizontal axis.

The table provides the data that they are trying to display graphically.

All three tables may well be based on real boats, but are being used here as examples of the type of hull.
