Yes it is and the cost depends on the length but you're looking at around 5K Euros. That's in the main marina. However, there are a lot of private moorings owned by people with canalside properties but no boat and they can be had a lot cheaper.

Santa Margarita and Roses tend to be cheaper too.

Thanks for the tip re ampuria brava. I emailed yesterday and got a reply within five hours that they would have a place for my 8,65 sailboat for 4,600 euros per year inc shore power. Have never had such a fast reaction anywbere, so there must be places available in this interesting sailing area. Must get a bit parky in winter, though?

Wow that is expensive.
In the SOF for that size the rate is less than 1800 Euros per year (inc shore power, and water).
 
The main marina is probably one of the most expensive on that part of the coast but there are cheaper options available as Empuria has 6000 berths and a tiny fraction of those are controlled by the Capitanerie. Funnily enough, there are always plenty of empty berths but finding the cheap private ones is a matter of being on the ground and asking around. Santa Margarita next door is a lot cheaper.
