Is it not beyond the wit of man to arrange that we can file a passage plan over VHF to the coastguard who could be allowed data entry access to the e-boarders database?

Most boats going "over the horizon" will have VHF, passage plans are a sensible safety feature for passage making & VHF is monitored by CG already. Perhaps a small amount of addl Govt funding to CG willl encourage them to emply some data entry clerks. It would also then be simple for UKBA to check from a boat's name if a passage plan is current & cross check it against interogated crew's info. Or is that too simple to be effective?

I would be happy to file a passage plan with crew details as I set out & return & modify it if necessary. There are a few blank spots, but most of us know the problem areas in our home waters & could easily avoid them.
 
This is a wholy ill concieved and ill thought out plan with no regard or understanding of how the leisure boating sector works.

We all make plans but they change, how are we going to access internet especially in foreign parts when most do not have computers aboard?

Return plans are often weather dependant as are outward plans. How often have we planned to sail say to Cherbourg but either not gone or gone to St Vaast? Planned to return to Yarmouth but gone to Poole instead? These decisions are not made in harbour but out there! Last year 'voyage abandoned' 20m south of the IOW, no VHF coverage let alone internet access!

All we can hopr is that the incoming government sees sense, this lot don't care about anyone. Maybe savage public spending cuts will scupper all these unworkable plans. I won't hold my breath!

The problem is that unless we get things changed an awful lot of us are not going to be able to comply with the proposed legislation through no fault of our own even if we try!

What happens then?

Here's a thought: why not re-introduce the Home Guard?
Recruit lots of (semi)retired busy-bodies to patrol beaches, anchorages and marinas.
Give them a peaked cap and it's bound to be a roaring success.
