aye, there's the rub -
speed is absolute (once defined as over the land; over the water is more difficult to measure at any point in time)

Wash is more difficult being subjective, in the eye of the beholder and depends on bank / depth considerations

I do take your point on river maintenance but this maintenance and flood control also provides advantages for others. Riverside property owners for one do they pay anything towards the upkeep? Other than boater who else pay for EA services? Is there a charge for a pubs visitor mooring.?

Maybe there should be a reduced moored licence for boats not used for a year at least.

I wonder when The MOT will get onto this as roads have to be maintained and swept etc, well they used to be swept.
 
A better question might be who does not pay... triathalon organisers & swimmers, regatta organisers, towpath walkers and cyclists...

In theory, as tax payers many of these people mentioned will pay!
Government gets money from Taxes, Defra gets money from government and the ea gets money from defra.

Yes, but boaters, fishermen, canoeists, kayakers and rowers pay twice!

I feel it is wrong that organisers of Regattas, Triathalons and Swims are making money and not paying their due.

The rowers DO pay.... it is a bulk deal, so the EA dont have to spend money chasing & enforcing. It may be that people don't feel they pay enough.

Perhaps they could pay in Olympic & Paralympic Gold....:D

Alex's rowing club (Walbrook) costs adults £380 per year with race fees on top. (They are probably one of the less expensive clubs).

They pay the EA the fees for the boats out of this as well as running all the facilities etc.

If the EA needs them to pay more they will ask for more, as they do for motorboaters. Do you expect them to volunteer to pay more? Would you?

No, of course you would not.
