drying out in plymouth ?

I've never done it but I have seen yachts dry out at Saltash, if you look at google maps and zoom in on the quay just North of Saltash sailing club/dinghy park you'll see two yachts dried out.

Drying out in Plymouth

Jetties immediately ESE of Plymouth yacht haven (refreshments very close by while waiting for the tide - both ways)
Oreston quay (there is a yacht dried out there on google earth) I have used it.
Public slipway between Blagdon's yard and Mayflower marina flats

Cheers,

Michael.

The best place used to be at Newton Ferrers, against scrubbing posts, which allowed you to get all round the boat on one tide. Alas, these are no more.
In addition to the ones already noted:
Huggins yard - St Johns lake, fee required, sheltered.
Voyager yard - Well up Millbrook creek, as above
Torpoint MSC - Open to river traffic swell, never fancied it, apply to club.
Mount Batten Centre, as above.
QAB used to have a wall, might still be available, fee.

Of the lot I would pick the wall at Turnchapel. Fee payable to PYH. The wall is rather high and the ground slopes towards the river, eyeball it before use. Well sheltered from wash.
