Why bother with the marina thingy? Theres a pontoon, where you won't be charged and its fine, just have to climb the ladder, which is OK. Port side of the harbour, opposite the ferry berth, plenty of water.

You've obviously never been on that pontoon when the wind is blowing from the NE! - very uncomfortable.
As a regular visitor to Douglas I would recommend the marina; if you are able to tie to the wall it saves the half hour walk to the nearest pub!

when you are about 30 minutes from Douglas harbour call Douglas harbour control on ch 12,they will ask you to call them again just prior to your arrival at the harbour mouth to check that you will not impede the commercial traffic.as for the marina ,it couldn't be simpiler,on your way past south edward pier call inner harbour 1 on channel 12 for advice on a suitable berth entry to the marina is approx 2 hrs either side of high water. charges are at present £10.00/night plus vat .so £11.75 & you get your electricity inclusive ,shower & toilet facilities at present are care of Douglas Bay yacht club.the visitors pontoon on the Battery pier is subject to a charge of £6.00 plus vat .£7.05 and as previously mentioned can be un comfortable in any wind with North in it .Don't be put off coming to Douglas its not at all difficult, and you will be made most welcome and if you need any further help send me a private message and i will try to answer any further concerns you may have.
best wishes Eric
