Wrong!
(Well, their engineer/local authority was wrong in not finishing the job to give all-round protection)
BUT if conditions are right I recommend a couple of days there enjoying the annual Jazz Festival - if that's your bag. Next year's programme is already available = 8-10 June 2007.

Look at the picture and the facilities - the commercial boats aren't going to be letting any leisure boats take "their" spaces. The local authority didn't get anything wrong, it was built with just this purpose in mind and was never meant for anything else.
